The recent tragic shooting of Daniel Proctor on the 1400 block of West Carmen has received minimal media attention and no substantive comment from either the City or the Chicago Police Department. Have officials failed to notice that Proctor, reportedly a gay man, was shot in the head on Gay Pride weekend in a gay-friendly neighborhood after reportedly leaving a gay bar?
The Proctor shooting is eerily similar to the May, 2003 fatal shooting of Barry Cunnane. Both men were Chicago actors shot in the head while walking on neighborhood sidestreets during early morning hours after leaving Andersonville bars. Neither victim showed signs of robbery or other apparent motive and both cases remain unsolved. The police department earlier suggested that Cunnane was killed by gang members but to date, has offered up neither a suspect, a better motive or further explanation.
It appears police reaction differs according to city-determined priority. A much better police response was exemplified by the shooting incident near the Taste of Chicago only hours before Proctor was shot. …
Does investigative inattention amount to deliberate indifference? It wouldn’t be unreasonable for the gay community to believe that as a group they don’t warrant proper police attention. In light of other gay-related incidents, it is difficult for the Chicago Police Department to be seen as progressive and equitable when they collectively fail in their primary duty to the community they’re meant to serve and protect.
